Addressing Challenges of Water Supply for the Urban Poor

About the course
Africa is urbanizing rapidly, at a rate of 3 – 5% per year.  The reason for this growth is mainly rural-urban migration. Unable to find sustainable jobs in the urban areas, most of the new immigrants end up in unplanned settlements. At least 50% of the urban population in Africa lives in unplanned settlement. These people are generally poor, living on less that 1$US per day. Poor provision of such essential services as water supply, sanitation, health and education exacerbates the plight of the poor. This course focuses on improving water supply for the growing number of urban poor.
Water utilities in Africa, (including small to medium size water service provides) find it increasingly difficult to provide adequate services to the needy areas: their core business operations are often stagnant, compounded by a dramatic rise in peri-urban and poor settlements. To address these challenges, NETWAS has designed a two-week course under the title: ‘Addressing Challenges of Water Supply for the Urban Poor’.
The course will support utility and municipal authorities to develop roadmaps to the Millennium Development Goals (MDGs) for their service areas. Activities will primarily be directed at:

(i) Helping utilities and municipal authorities to include pro-poor objectives in their reform; and,

(ii) Working jointly with local partners, Community Based Organizations (CBOs), Non-governmental Organizations (NGOs), and Small Scale Providers (SSPs) to develop strategies and actions specifically targeting informal settlements. Key entry points for pro-poor strategies will be discussed, including:

(i) Pro-poor tariffs and financing mechanisms for service improvement;

(ii) Institutional arrangements to improve services to the urban poor;

 (iii) Pro-poor transaction design (including regulation and monitoring);

(iv) Advocacy and communications regarding the urban poor; and

(v) Consumer voice and civil society engagement. The course will also address Water Demand Management (WDM, Non-Revenue Water (NRW) and customer care.

Course Objectives

  •  The share lesson learned and best practices in proving water to the poor urban populations in Africa
  • To develop skills for working with partners, including communities and local organizations, in improving water supply
  • To share knowledge on pro-poor and gender-balanced water supply policies with a focus on serving the urban poor


Methodology
The course utilizes participatory learning techniques. The sessions are dynamic and include short introductory presentations, discussions, group work, case studies and practical exercise. Participants will visit community based projects for practical field experience. A selection of relevant titles from NETWAS Documentation Center will be made available for reference during the course. NETWAS International staff and their associates, with extensive combined experience, will guide discussions and make presentations. A course CD with all presentations and relevant references will be provided to each participant. A certificate is issued to every participant who successfully completes the course.
Duration and timing
This is a 2-week fulltime residential course. Sessions start at 8.30 am and end at 5.00p.m Monday to Friday. Some light weekend activities may be included.

 COURSE FEES (Payable in US Dollars or Equivalent Kenya Shillings)
The course fee is US$1,480 OR equivalent Kenya Shillings per participant. This will cover tuition, course file, books and field trip.

ACCOMMODATION
Full board accommodation is available at the venue of the course at an additional cost of US$750 OR equivalent Kenya Shillings. This is optional and participants may arrange for their own accommodation. However, it is advisable that participants stay at the venue. Day participants will be charged a rate of US$ 17 or Kshs.1, 300/= per day.

MEDICAL AND LIABILITY INSURANCE
Participants are advised to secure adequate medical and liability insurance cover.

LANGUAGE
This course will be conducted in English.

APPLICATION
The number of participants is limited (minimum 15, maximum 20). Final selection to the course is done upon receipt of payment. Participants are advised to pay at least 1 month before the commencement of the course to allow time to receive joining instructions. If there are not enough registrations, the course may be cancelled or postponed. Applications should reach NETWAS International not later than 12th August 2010.
