NTS007: Addressing Challenges in Delivery of Water & Sanitation Services for the Urban PoorDate: 2nd - 13th April 2012 (2 weeks) Venue: Nairobi, Kenya About the Course Globally, urban population is growing rapidly with statistics showing that the number of urban dwellers is set to increase to 3.9billion in 2015 out of a projected total world population of 7.2billion. Most of this rapid growth is taking place in developing countries and is driven by pressures on overall population growth, increasing level of rural poverty, global climate change, economic changes/crisis and prospects (real or perceived) and better amenities in urban areas. According to UNICEF/WHO Joint Monitoring Programmes reports, sanitation coverage had risen to 79% between 1990 and 2006 which translates to 779million more people gaining access to sanitation. However this figure does not match the 956million increase in urban population over the same period and this resulted in 320million urban dwellers being reported not to have access to an improved sanitation. . Meeting this challenge is becoming difficult for service providers in Africa, find it increasingly difficult to provide adequate services to the needy areas: their core business operations are often stagnant, compounded by a dramatic rise in peri-urban and poor settlements. The course will support service providers to develop roadmaps to the Millennium Development Goals (MDGs) for their service areas. Activities will primarily be directed at: (i) helping service providers to include pro-poor objectives in their reform; and, (ii) working jointly with local partners, Community Based Organizations (CBOs), Non-governmental Organizations (NGOs), and Small Scale Providers (SSPs) to develop strategies and actions specifically targeting informal settlements. Key entry points for pro-poor strategies will be discussed, including: (i) pro-poor tariffs and financing mechanisms for service improvement; (ii) institutional arrangements to improve services to the urban poor; (iii) pro-poor transaction design (including regulation and monitoring); (iv) advocacy and communications regarding the urban poor; and (v) consumer voice and civil society engagement.
