ABOUT THE COURSE
Over the decades, and especially during the UN International Drinking Water and Sanitation Decade (1981-1990), many projects were built in developing countries. Most were initiated and implemented by governments, donor agencies and NGOs with little or no involvement of beneficiary communities (supply-driven approach).

The operation and maintenance of these projects was undertaken by governments. With time, poor management structures and diminishing resources made it difficult for governments to maintain and sustain them. This led to collapse of many projects. The effects of this have been a marked decline in water and sanitation coverage, access, loss of investments and user benefits.

Water sector reforms driven by policy changes have resulted in a shift from centralized systems to community managed services. Communities need to be empowered to take over the operation, maintenance and management of Water Supply and Environmental Sanitation projects and to work in partnership with governments and other partners.

It is envisaged that the “Scaling Up of Community Management for Sustainable Water Supply and Sanitation Programmes: from systems to service Course” will build capacities within the communities and agents working with them to ensure proper management and sustainability of water and sanitation facilities. The course outline addresses key issues in scaling up community management including how to move from micro to macro at regional level, replicating the “best practice” and linking water for people with water for livelihoods.

COURSE OBJECTIVES

  • To establish a common understanding of definitions, concepts and current approaches in scaling up community management of water supply and environmental sanitation Projects/Programmes.
  •  To share experiences and learn on current practices in scaling up community management and take stock of best practices.
  •  To positively influence the participants attitudes towards communities abilities to effectively play a bigger role in managing and sustaining expanded projects.
  •  To enhance participants knowledge and skills in management and technical aspects and use of participatory methodologies necessary for working with communities.
  •  To develop individual/group strategies and work plans to implement appropriate community management approaches


COURSE METHODOLOGY
The course uses participatory learning techniques. The sessions are dynamic and include short introductory presentations, discussions, group work, case studies and practical exercise. Participants will visit community based projects for practical field experience. NETWAS Documentation Centre that has a variety of current and relevant publications, access to the Internet and a conducive reading environment will be used extensively. NETWAS International staff together with their associates, with extensive experience in scaling up of community management activities will guide the participants throughout the course. A course file and relevant publications will be provided to each participant.


DURATION AND TIMING
This is a two (2) week full time residential course. Sessions commence at 8.30 a.m. and end at 5.00 p.m. A certificate will be awarded to those who successfully complete the course.

COURSE FEES (Payable in US Dollars or Equivalent Kenya Shillings)
The course fee is US$1,480 OR equivalent Kenya Shillings per participant. This will cover tuition, course file, books and field trip.

ACCOMMODATION
Full board accommodation is available at the venue of the course at an additional cost of US$750 OR equivalent Kenya Shillings. This is optional and participants may arrange for their own accommodation. However, it is advisable that participants stay at the venue. Day participants will be charged a rate of US$ 17 or Kshs.1, 300/= per day.

MEDICAL AND LIABILITY INSURANCE
Participants are advised to secure adequate medical and liability insurance cover.

LANGUAGE
This course will be conducted in English.


APPLICATION
The number of participants is limited (minimum 15, maximum 20). Final selection to the course is done upon receipt of payment. Participants are advised to pay at least 1 month before the commencement of the course to allow time to receive joining instructions. If there are not enough registrations, the course may be cancelled or postponed. Applications should reach NETWAS International not later than 15th October 2010.
